Analysis: Caretaker Rule Concentrates Decisions as Oversight Questions Grow

Following the dissolution of the transitional government and legislatures on 22 September, the presidency has appointed caretaker officials. Kiir directed governors to remain impartial and avoid using public resources for political advantage. At the same time, the government has described interim spending by presidential orders, and Kiir has reiterated that constitutional officeholders need permission before overseas travel.

An appointed administration can keep services operating, but fewer elected or legislative checks make publication of decisions more important. The authenticated spending instruments, their ceilings and review mechanism, and the full travel directive and medical-emergency procedure remain unanswered in the reporting available to us. The policy’s purpose cannot be established from these actions alone; interpretations about discipline or political control are hypotheses.

Public accountability tests

Publish orders, expenditures, appointments and election-related procurement in a searchable register. Give officials written reasons and an urgent route for medical travel requests, with confidential handling of patient information. Record decisions and appeals without exposing private diagnoses. Independent audit and a clear post-caretaker legislative review would let the public judge the arrangement by evidence rather than speculation.
