Kiir Names Four More Caretaker Ministers

Health, education, humanitarian affairs and wildlife portfolios receive ministers as the caretaker cabinet grows to 17.

President Salva Kiir appointed four additional caretaker ministers by decree announced on 28 September, following the dissolution of the transitional government the previous week. The second round brings the caretaker cabinet from 13 to 17 ministers, according to Radio Tamazuj’s account of the SSBC announcement.

The appointments provide named political leadership to ministries responsible for public health, schools and emergency response during the caretaker period. The photographs above were supplied to South Sudan Press and show the appointees as identified by the contributor; none is presented as a photograph of the 28 September decree or swearing-in.

What remains to verify: The authenticated written decree, the exact powers of each caretaker minister and the complete list of any portfolios still administered by undersecretaries. Officials should also clarify whether any newly appointed minister may participate in campaigning or use government resources during the election period.

State and county appointments

Separately, the reported presidential order directs caretaker governors and chief administrators to submit lists of state ministers, county commissioners and mayors within seven days. South Sudan Press is seeking the signed order to establish the precise deadline, selection criteria and whether submission requires presidential approval.

That process warrants scrutiny while the National Elections Commission has yet to publish a definitive list of offices to be contested in December. Caretaker minister Michael Makuei has said county commissioners and councillors would be elected on a separate later date.
