Rival SPLM/A-IO Figure Questions Oyet’s Spokesperson Appointments

Reath Muoch Tang says an earlier suspension of Pal Mai Deng cannot automatically settle who controls the information committee. The movement’s rival camps have not agreed on Oyet’s authority.

JUBA — Reath Muoch Tang has challenged Oyet Nathaniel Pierino’s claim to appoint a new SPLM/A-IO information chair and spokesperson, following Oyet’s 30 September letter naming Dr. Isaac Gang Kueth. In a social media statement supplied to South Sudan Press, Reath argues that Pal Mai Deng’s earlier suspension was a temporary measure pending investigation, not a final removal that established a vacant post.

Reath is an interested participant in this dispute: he was among the eight senior figures Oyet said he suspended on 31 August. Regina Joseph Kaba and her allies rejected Oyet’s order and issued a counter-suspension of Oyet. Oyet defended his action as a disciplinary process and told Radio Tamazuj the suspended officials remained party members pending investigation. Those competing decisions have not been settled by an agreed party adjudication disclosed to South Sudan Press.

What is established: the supplied letters announce personnel decisions and Reath publicly challenges them. What is disputed: Oyet’s authority, the effect of the suspensions, and which appointees speak for the full movement.

A Lam Paul Gabriel order uses two different terms

A second image supplied to the newsroom appears to show an order signed in Oyet’s name on 30 September about Col. Lam Paul Gabriel, identified in the document as an SPLA-IO spokesperson. Its subject line says “relieve,” while the operative sentence says “suspend.” The image does not explain whether Lam was temporarily suspended, permanently removed, or how either step affects Isaac Gang Kueth’s newly announced political information role. South Sudan Press has not examined the original document or received confirmation from Lam or Oyet’s office.

Pal’s chairmanship of a political information committee, Lam’s military spokesperson role, and Isaac’s proposed committee and spokesperson appointment should be distinguished. One office cannot simply be assumed to replace another. Reath says Pal and Lam retain their roles; Oyet’s camp has asserted its own appointments and suspensions. The movement’s internal rules, any disciplinary findings and recognized reporting lines are needed to determine what has taken effect.

What the argument does—and does not—prove

Reath’s point about suspension is a procedural challenge, not by itself a binding interpretation of the SPLM/A-IO constitution. An organization can sometimes assign acting duties during a suspension; whether Oyet could do so here depends on the movement’s rules, the terms of each order and who had authority to issue it. The 31 August rival orders show that authority itself is contested.

Reath’s statement also questions Oyet’s credentials and makes claims about defection. No supporting records were supplied for those assertions. This report does not adopt them. The statement’s reference to Lam’s ethnicity does not help determine the validity of an appointment and is omitted from the dispute’s legal and institutional analysis.

Documents and responses needed

South Sudan Press is seeking the relevant constitutional clauses, the Political Bureau minutes and quorum, Pal’s suspension and any completed investigation, the authenticated Lam order, and written responses from Oyet, Isaac, Pal and Lam. Until those records are available, each officeholder should be identified with the faction that recognizes them rather than described as undisputed spokesperson for the whole movement.

Reporting basis: Images of Reath’s statement and the Lam order supplied to South Sudan Press; Eye Radio’s account of the rival suspensions, 1 September; Radio Tamazuj’s interview with Oyet, 1 September; SSP’s report on the supplied Isaac appointment letter.
