Twic East and Duk Communities Commit to Halt Fighting
BOR — Consultation committees say communities in Duk and Twic East counties have agreed to refrain from further attacks after deadly clashes linked to disputed fishing islands. Two 12-member committees consulted county authorities, youth leaders and residents before reporting to Jonglei caretaker governor Moses Majok Gatluak, Radio Tamazuj reported on 11 October.
Gen. Biar Mading Biar, who led the Twic East delegation, said residents accepted a cessation of hostilities and wanted grievances addressed. Elijah Mocnom Wuor, leading the Duk committee, said his community would refrain from attacks and called for roads to reopen and earlier resolutions to be implemented. In September, a former Duk commissioner reported at least 13 Duk youths killed and 26 injured; the full toll across both communities remains unresolved.
These statements are a community and political undertaking, not independent verification that fighting and mobilisation have ended. No signed terms, boundary settlement, monitoring arrangement, weapons plan, compensation process or road reopening timetable has been published.
The next 30 days
Analysis and editorial tracker: South Sudan Press will seek both committee reports and any written commitments, check incident reports and road access weekly, ask by the second week whether displaced families can return safely, and review implementation after 30 days. These are reporting checkpoints, not deadlines agreed by the communities. Residents' safe travel, fishing and trade will be more meaningful evidence than the announcement alone.
A durable settlement will require clarity on access to the fishing islands, neutral monitoring, follow-through on earlier resolutions and participation by women and youth. We will seek casualty lists, displacement information and accounts from both communities without assigning collective blame.
